</form><p>　　校外上网首次被抓罚款50元，第二次被抓罚款200元，第三次上网被抓勒令离校反思。新邵三中推出这一“新政 ”后，该校高一年级253班上学期结束后，学生人数从63人减到49人。与此同时，有关班级也将学生的纪律扣分与罚款挂钩。当家长追问罚款去向时，学校方面的解释竟是捐给了贫困学生。</p>
<p>　　<strong>被异化的“爱心捐款”</strong></p>

<p>　　2008年4月25日，不到8点，17岁的何璐便早早来到姑父家的玻璃店，开始了一天的工作。</p>
<p>　　这里是他现在生活和工作的地方。</p>
<p>　　就在何璐开始洗玻璃的同一时刻，离长沙300多公里外的邵阳市新邵三中正在举行一场期中考试，253班的49 个学生，在教室里聚精会神地写着答卷。</p>
<p>　　几个月前，何璐也是这个班集体中的一员。半年前，参加过一次期中考试，没有等到参加当期的期末考试，他便离开了学校。</p>
<p>　　何璐是因为违反学校规定，晚上外出上网被学校开除的。</p>
<p>　　在此之前，他一共有过两次因为上网被抓的经历。</p>
<p>　　黄解英清楚地记得儿子第一次犯事时，学校政教处负责人给其家里打电话时的情景。</p>
<p>　　“你小孩昨天晚上爬围墙出去上网，你们到学校来一下。”丈夫何志杰接到电话后，便通知黄解英一道，从邵阳市双清区城东乡百合村，来到几十公里外的新邵县新田铺镇。</p>
<p>　　“我们进到政教处的办公室后，便看到里面站了一排学生。”黄解英说，政教处负责人从柜子里拿了一个“合同书” 要我们签字。“当时我们也没有仔细看内容，何志杰便签了字。”签完字后，“合同书”被收了回去。</p>
<p>　　“遵守纪律不再上网，再犯就要开除。”黄解英说，这是“合同书”的大致内容。</p>
<p>　　这一次，何志杰夫妻为何璐交了50元“罚款”后，何璐被允许重新回教室上课。</p>
<p>　　发生在2007年9月底的这次外出上网事件，并不只有何璐一人。在何璐的印象中，至少有13个同学同时外出，但被抓的只有三四个人，后来，这些被抓的同学又将另外一起外出同学的名字报了出来。</p>
<p>　　家住新田铺镇水尾村的杨洪林告诉记者，接到学校电话时，他正准备前往广州跑车。“不管你有多忙，都要到学校来一趟。”接到这个电话后，杨洪林急急地赶到了学校。</p>
<p>　　何志杰夫妻与杨洪林是前后到达的，这是他们的第一次相会。</p>
<p>　　“必须交了钱，才能让学生回教室上课。”杨洪林说，有些家长先到，交了钱后，学生就回教室了，留在政教处站成一排的学生，都是家长还未到或者还没有出钱的学生。</p>
<p>　　“第一次要我们出钱的理由是爱心捐款。”杨洪林说，政教处负责人说，你们有钱上网，有钱抽烟，就应该有钱向贫困学生捐点款。“第一次出50元，第二次出200元，第三次就不要了。”杨洪林说。</p>
<p>　　杨洪林说：“‘第三次就不要了’的言外之意是，不要这个学生了，也就是开除！”</p>
<p>　　大约一个月后，何璐与杨洲两人再次在熄灯后，翻越围墙外出上网。黄解英与杨洪林再次被同时叫到学校政教处，并被要求交纳200元罚款。</p>
<p>　　2007年11月上旬的一天，已被两次罚款的何璐等人，第三次外出上网时被抓获。这一次，杨洪林被通知，必须将杨洲带回家去反省一个月后“再看情况”，而何璐则被勒令离校。</p>
<p>　　“杨洲离开学校时，比我早一个月。”何璐说，在杨洲之前大约一个月时间，另一个同学也因为同样原因被学校勒令离校，他是第三个因此被勒令离校的学生。</p>
<p>　　但同时离开253班的远不止3人，该班班主任肖泽云证实，这个学期开学以后，全班学生人数为49人，而上个学期则为63人，一个学期就少了14人。</p>
<p>　　“这些人除了出去打工的，也有转到外地去的。”对于14个学生的具体去向，肖泽云说，自己并不完全清楚。</p>
<p>　　<strong>被异化的“爱心捐款”</strong></p>
<p>　　在新邵三中采访时，记者听到的一个说法是，除了杨洲与何璐，该校被罚款的学生还有很多。不过，这些罚款的名字不叫“罚款”，叫“爱心捐款”。</p>
<p>　　第一次遭遇“爱心捐款”时，杨洪林在政教处提出了自己的质疑：“爱心捐款也要自愿啊，这不就是罚款吗？”他的这一质疑当时没有得到回应。</p>
<p>　　杨洪林的这一质疑，得到了该校一位不愿透露姓名的老师的证实：“他们搞的‘爱心捐款’，其实就是变相的罚款。 ”</p>
<p>　　对于学校政教处抓住的违纪学生，罚款数额可能是50至200元，除了“爱心捐款”的名目外，还有“纪律保证金 ”之类的名目。</p>
<p>　　令学生普遍反感的是，除了以学校政教处名义对学生实施的罚款外，很多班上将学生的学习考评与罚款挂钩，量化出的考绩计分作为罚款的依据，一般为每扣一分罚款一元。</p>
<p>　　这位老师说，罚款数额并不算大，但是面积广，带来的负面影响大。</p>
<p>　　现在已经离开学校的何璐一共被罚款320元，其中就有70元是在班上被罚的(另外250元分别为第一次上网罚款50元和第二次上网罚款200元)。“迟到、早退要罚钱，上课讲话也要罚钱，拖了班上的后腿也要罚钱。”何璐说，所有违纪行为都会与罚款挂钩。</p>
<p>　　253班班主任肖泽云对何璐提出的这70元罚款予以了否认。</p>
<p>　　何璐证实：“我们班上至少有20个同学被罚了这样的钱。”</p>
<p>　　4月25日，地处新田铺镇的新邵三中，正在举行期中考试。</p>
<p>　　两场考试结束后，学生们陆续走出学校大门，往镇里各个方向走去。</p>
<p>　　记者拦住一个男学生，问他班上扣分是否跟罚款联在一起，他回答说“是”。问他多少钱一分，走在前面的他回过头来，伸出一个指头朝记者晃了晃。</p>
<p>　　“一分一元？”</p>
<p>　　他点点头。</p>
<p>　　另一个女学生则告诉记者，他们班上没有罚款了，改成罚搞劳动。“罚款是上个学期的事情。”</p>
<p>　　在学校对面有一个农贸市场，很多学生喜欢在里面转悠，很多小吃的摊点齐聚在那里。</p>
<p>　　当记者向一群女生了解情况时，几个女生显然不是一个班上的，她们发生了分歧。一个学生说，她们班上没有这个情况，而另一个学生则说她们班上扣分仍然要罚款。</p>
<p>　　记者问她是不是也罚过，她说当然啦。扣分的内容很多，包括迟到、早退、上课讲话等等。</p>
<p>　　该校高一年级某班的班干部在上学期曾经列出一个被罚款同学的清单，清单上有11人。</p>
<p>　　25日下午1时许，记者来到253班采访，一名女学生证实班上确实将考评分与罚款挂钩，但她强调自己所在的班级比别的班罚得少：“我们班上一分只罚1至2元钱，比别的班低得多呢。”</p>
